Request Title: Improve Tier III CCEL recruits
Description
I'd like to see an increase in the skill level of walkons at Tier III. Currently close to zero walkons are keepable, even when I came back a few seasons ago and was a prestige 5 or 6.
It's usually one F/D player who isn't even a good F/D player and a lot of F/F players.
My expectation for it is to mirror real life. In real life, a few decent players will want to stay close to home (mama's boys, girlfriend still in HS, etc) and occasionally even a slightly better player might stay at home.
What I'd like to see is this:
Each Tier III school would get at least one to three D/C players per season as walkons or at least several high end F/D players.
In addition, one school out of ten(?) might get a C/B walkon each year to mirror real life where good but not great athletes stay close to home.

I spent some time looking through mid-prestige Tier III rosters. Only a handful recruited even one D/C player this season, so giving them three D/C players for free as walk-ons is a non-starter as it would minimize the value for Tier III.

Coach Hitch (Apr 18 18:09:21 2020 ): I like this idea. A talented walk on could help change a team. It would be nice to get a decent player from time to time. Also, if a team typically has top ten talent, I think the chance of them getting a great walk on should be less. If I am a talented player, I may want to walk on to a college campus where I have a chance to play. In real life, for instance, I would not walk onto Duke or Kentucky if they have a lot of talented players each year. As a player, I want to go to a school and get minutes or have a chance to make the team.
Pythagoras A (Apr 29 08:17:45 2020 ): Fully agree! The lower tiers already have lower prestige, fewer recruiting points, and seemingly more difficulty to have PT promises believed. It is not uncommon for Tier 1 to get AA and BA walkons (if not multiple in some cases), so it should be realistic for the lower tiers to get usable players. Outside of rebuilding a horrible team, FF players do not help even Tier 3 teams (or FD players who have a 5 or 6 speed and a 1 in every other ability). A few DC players here and there would help. The other change request of having cut players go into recruiting would also help. When the Tier 1 teams cut there DC or DD walkons to chase the top prospects, those players would help the lower tiers.
Jeff Blevins (May 6 12:23:43 2020 ): I think this proposal is good. I agree that F/F guys are just horrible even with my 0 prestige team I just took over. Some better prospects would stay close to home as mentioned for various reasons so I think it would make it more like real life.
Christopher Hero (May 8 15:46:32 2020 ): Mirror real life? Every athlete feels they have a chance at the next level and the best way to get there is to find the most exposure possible. So if you're a "Walk-on" what is it going to hurt to try out for a Tier 2 or Tier 1? A walk-on at the tier 3 level means no school in any tier thought they were good enough to offer a scholarship. The walk-on player at the tier 3 level is probably some kid who played high school football enough that whatever school he chose to further advance his education thought, "man I still like to play, hang out with the boys, and would like to add to my college experience." Basically the kid sucks, hence the FF rating he receives.
