Request Title: Restrictions on Trading Cash
Description
Trade restrictions should be increased to ensure that teams are not allowed to trade away more money than the difference between their budget and the minimum salary. For example, if the league minimum salary is $50M and a team has a $60M budget, the team should not be permitted to trade away $15M as they would be forced into spending $65M - in excess of their budget.

Admin Notes
An additional check has been added for trades involving cash so that teams cannot trade more cash than the difference between their cap and the league minimum. This prevents the situation that, once the season begins and the low-salary tax is applied, teams have no way of getting under budget.
