Request Title: Preseason Budget Calculation
Description Offseason budget calculations have some simplifications regarding empty roster spots that allow teams to submit free agent bids to fill their roster. Specifically, if a team is $40M under budget, the owner should be able to submit free agent signings up to a total of $40M. However, if there are ten roster spots to fill, it would be inappropriate to spend that $40M on three players, as the salary for the remaining seven players would be many million dollars, even if signed at minimum salary.
This created significant issues for CVCL's first season, as coaches found themselves up to $9M over budget as a result.

Admin Notes Budget calculations used during free agent signings have been improved. What has not changed: a team that is $40M under budget can still submit a free agency budget of up to $40M.
What has changed: the maximum bid on a player would be the team's budget, reduced by the amount of money that needs to be set aside to fill the rest of the roster (assuming minimum salary for the youngest players). For leagues with minors, the amount is also reduced by the amount of money that would be needed to fill the rest of the full roster (assuming $0.04M per player). This change was made prior to CVBL's free agency, and the league has a much better result regarding teams being under budget.
Note this is still not a perfect system, as older football and basketball players can have minimum salaries of $0.45M above the assumed minimum. In hockey and soccer, the difference can be $0.27M. Additionally, coaches who play the preseason with extra players will have to pay their full salaries during those games.
