Request Title: Steal settings
Description
Can the steal settings be adjusted to better reflect real life? If you watch MLB today, you rarely see anyone even attempt to steal third base, and then only if the pitcher is entirely not paying attention. Yet, with my setting to "Normal", my players seem to try at least every 2 or 3 games, and seem to get caught often. This usually seems to precede a hit by the batter, which may have scored the runner. If you rarely see something happen in real life, a setting of "Normal" should not cause it to be attempted often in the game.
I would also point out that it is aggravating seeing my 0 speed guys trying to steal bases and getting caught. But, I don't know if that is part of some hit and run that isn't called out as such, or a straight steal attempt.

John Henry (Aug 21 07:25:39 2020 ): There was another request for change for steals that was implemented. I posted the wrong change earlier. Nov 29 12:49:24 2019 : Baseball Logic for stealing third base has been modified: 1. No stealing third with two outs. 2. No stealing third if "steal" setting is "least" or "less" 3. Reduced stealing third in other conditions (effectively reducing your stealing setting by one).
AJ Dickens (Sep 3 05:28:53 2020 ): I must say I haven't looked to see how often my guys try to steal third, but I don't want them to. Maybe this should be another change request but how about an attribute to show how good a player is at stealing? I mean I know we have speed but there's a difference. I think we could all agree that Jackie Bradley Jr is probably just as fast as Rickey Henderson but do you want JBJ stealing third? no. Would you let Henderson steal third? Probably.
