Request Title: Rebalance recruiting regions
Description
With various conference realignments over time, the current numbers of schools per recruiting region are fairly unbalanced and probably should be rebalanced. Here is the current number of teams per region.
A - 44
B - 49
C - 56
D - 66
E - 46
I am assuming there will be a conference alignment update in the next year or so and that would be the proper time to rebalance the regions. If not, this should probably be done on its own.

I suggest we let this sit on ice until next year's major realignment. Especially things like California teams joining the ACC make it much less geographically sound.
Please note that recruit quantity and talent levels are distributed according to the team quantity and prestige levels in each region, so this is not a "fairness" issue.

Gregor Ellis (Jan 12 11:16:34 2024 ): Agree and thanks for the comments. I had not realized that the sim adjusted the quantity as well as the quality. Frankly I thought it just adjusted the quality based on the various conference prestige levels.
