Request Title: PTP - coach credibility rating
Description Note that I don't see the current system as a problem but think the following would make the game more fun.
If a ptp is not honored there currently is a coach/team prestige hit that is not small. However, I don't think there is any impact on whether that same coach's future ptps are believed. Honoring ptps is not specifically rewarded.
I propose that a coach rating for credibility be added. This would be based completely on the track record of ptp's fulfilled or not kept with players more willing to believe a ptp based on the coach's rating. Based on my understanding of how the recruiting and ptp work, I don't think this would be a major change but rather an additional calc applied to the current process.
Here is what I am thinking
Every coach would start out with a neutral rating (some level like 100 would work where the rating is a modifier applied to the believability determination, eg 100 = 1x).
I assume that the believability is based on comparing the predicted abilities (for this year or next) of the recruit and everyone at that position currently on the roster. We know that believability, like playing time demands, is a per player variable threshold and not an absolute function for all recruits. So the credibility rating would just become a modifying factor to the believability calculations.
Each ptp fulfilled each year = +1 while any ptp broken = -5 (or whatever is enough to drop believability by 1 level). Keeping 5 or 10 promises with no defaults should earn one higher level of believability (eg - 'highly doubts' becomes 'doubts') and the more you keep the better it gets.
