As a pro commissioner, you must pay attention to what is going on in the league in terms of trading. It is not uncommon for individuals to sign up for multiple hotmail accounts and join a league multiple times, using one team as a "parent" and the other(s) as farm teams. All good players, picks, and cash are traded from the farm to the parent, thus building a super-team.
Although the draft pick trading restrictions make the pick trading less effective, the only way DEL can be safe from cheating is for you to pay attention. If you see this happening, reverse the trades, and (at your discretion) fine the teams and/or cut players. Kicking the owner out of the league is ineffective, of course, since he can merely take on another hotmail address and re-join.
There are two kinds of trades that cannot be run by owners - trades with CPU teams and trades involving future draft picks of new owners. It is suggested that neither type of trade be permitted (for different reasons), but you may at your discretion run either type.
